The Municipality seeks to appoint a highly motivated and mature executive to the position of
DEPUTY MUNICIPAL MANAGER (On a 5-Year Performance based employment contract)
TOTAL REMUNERATION PACKAGE NEGOTIABLE PLUS A PERFORMANCE BONUS OF UP TO 14% PER ANNUM.
Reporting to the Municipal Manager, the appointee will have to enter into a five-year employment contract and annual performance agreements in accordance with the provisions of the Local Government: Municipal Systems Act, 2000 and Local Government: Municipal Performance Regulations for Municipal Managers and Managers directly accountable to Municipal Managers,2006.
Job purpose The Deputy Municipal Manager must provide for:
- Ensuring that the office of the Municipal Manager is properly geared to optimally perform in accordance with the provisions of Section 55 of the Municipal Systems Act, 2000;
- Assisting the Municipal Manager in the development of an economical, effective, efficient and accountable administration;
- Monitoring and evaluation of performance of all municipal departments
- Ability to formulate and influence short, medium and long-term service delivery plan to deliver on municipal strategies and goals; and
- Ability to develop and maintain strategic investment alliances with various stakeholders especially in water services and economic development;
Main accountabilities:As the head of the Municipal Manager’s Office, the Deputy Municipal Manager is responsible and accountable for monitoring the performance of all municipal departments in all their functions, which must be detailed in the job description:
- Municipal transformation and organisation development
- Basic service delivery
- Local Economic Development
- Municipal financial viability and management; and
- Good governance and public participation
Minimum Competencies:
- A recognised B degree in public administration, or relevant fields
- A postgraduate qualification/s will be an added advantage
- A minimum of five (5) years experience at senior management level;
- The core competencies which must distinguish between core managerial competencies and core occupational competencies; and
- Core occupational competencies providing for knowledge, skills, communication and exceptional and dynamic creativity to improve the functioning of the municipality
