The following vacancies exist within the INFRASTRUCTURE & ECONOMIC DEVELOPMENT (IED) DEPARTMENT:
LOCAL ECONOMIC DEVELOPMENT (LED) OFFICER
Total Cost to Employer: R 348 639 pa
Reporting to the Manager: LED & Tourism, the successful candidate will be responsible for the following, inter-alia:
- Identifying and package economic opportunities for SMME’s and other emerging enterprises within the economic development framework of the country
- Giving professional advice, leadership, guidance and support services towards systematic approaches to increasing capacity and skills of emerging businesses into mainstream players
- Implementing the District Local Economic Development Strategy and sector plans as per the directive of the Council
- Promoting and advancing Government Policies and programmes i.e. Broad- Based Black Economic Empowerment, ASGISA, Cooperative Development Programme, and Provincial Spatial Economic Development Strategy,
- Working in the allocated economic sector as the technical champion of the Sector and also acts as the Convener of that sector sub-forum,
- Implementing and monitoring all programmes and projects that have economic impact within the District,
- Supporting the Urban Renewal Programmes and Sustainable Livelihoods Project with the District,
- Developing and promote the new economy sectors – Business Processing Outsourcing (BPO), Information and Communication Technology, Creative Industries, Renewable or Alternative Energy sector,
- Creating linkages for the new economy actors with relevant government departments and private sector actors in order to realized the maximum potential of the new sectors,
- Representing and articulating the position of the District on different stakeholders forums
- Assisting in facilitating and packaging investment opportunities for potential investors in the key sector,
- Implementing programmes and projects from time to time as per the mandate of the Council, EXCO or Top Management,
- Managing service providers that are appointed to provide specialized services to different projects that the unit commission from time to time,
promote and implement entrepreneurship training, focusing on the unemployed, youth, people with disabilities and women
- Liaising and establishing linkages with different supporting institutions i.e. SEDA, FET Colleges etc, in order to achieve a holistic business development
- Preparing monthly progress/management reports to the Manager: LED and Tourism and the Portfolio Committee,
Key Requirements
- A valid Grade 12 Certificate
- A National Diploma or B-Degree in Development Economics/ Economics/ Econometrics/ Business Development/ Business Management/ Development Studies,
- At least three (3) three years experience in local economic development field, or economic research , or business development , or development finance, or investment facilitation , or rural development
- A valid code B drivers license is mandatory
- Ability to communicate in both Isizulu and English
- Computer Literacy
Key Attributes:
- In depth understanding of local economic development (LED), its principles and theoretical framework
- Have a sound understanding of government policies and government development agenda in line with the Millennium Development Goals Targets
- In depth understanding and knowledge of the Key District Economic Sectors i.e. Tourism, Agriculture, Manufacturing and Trade & Services
- Experience in project conceptualization and management,
- Strong analytical skills and sound report writing skills
- Excellent interpersonal and communication skills
