CALLING FOR PROPOSALS
Compilation of a business plan for the Ugu District Broadband Network incorporating development of a sustainable broadband infrastructure and network operating strategy in accordance with goals identified in the Ugu ICT Local Economic Development Plan.

Submissions are hereby invited from suitably qualified South African professional service providers to submit proposals to undertake the work specified below in respect of the Ugu District Broadband Network Business Plan.
The following key components will form part of the proposal:
  • phased roll-out and coverage of the Ugu District with a broadband network to be operated by an appropriately licensed entity in partnership with Ugu District Municipality
  • The Business Plan must be inclusive of the following: * Development of a sustainable broadband infrastructure deployment strategy spanning a period of no less than 5 years * Development of an accurate broadband traffic model for the Ugu District * Development of a sustainable operating and/or ownership models between Ugu District Municipality and appropriately licensed entities for operation of the broadband network infrastructure * Identification and design of broadband service offerings to accelerate broadband usage, including but not limited to (i) rural community offerings (eg containers, kiosks, etc), (ii) commercial business and consumer offerings and (iii) one or more Government e-services to improve service delivery * Design of an appropriately sized pilot project in the Ugu District for verification of business plan concepts, principles, assumptions and service offerings
  • A mandatory briefing session will be held on 28 May 2008 at 12:00, Main Boardroom, 28 Connor Street, Port Shepstone
  • Detailed tender specifications will be provided to attendees at the briefing session.
All proposals should be submitted in the form of a two-stage bid proposal whereby the first sealed envelope will contain documents with the following information:
  • Company profile outlining the ownership of the company AND experience to date relevant to this appointment
  • Original Tax Clearance Certificate
  • Relevant experience in the development and implementation of broadband infrastructure business plans
  • Supporting materials to demonstrate knowledge and established association (eg through certification, accreditation or demonstrable track record of co-operation) with at least one reputable global broadband network technology provider.

    Only companies qualifying on this FIRST ENVELOPE round will proceed to the second round, where the SECOND ENVELOPES will be opened
The second sealed envelope will contain the following information:
  • Proposal for development of the Broadband Business Plan, including costs to perform the work in accordance with the outlined key performance areas
  • A CD-ROM containing electronic copies of the proposal and supporting materials.
Suitably qualified service providers are hereby requested to submit proposals in a large envelope clearly marked "First envelope Ugu Broadband Network Business Plan", inside which another sealed envelope marked the "Second envelope" will be contained. The bid envelope is to be deposited in the Ugu Tender Box, 28 Connor Street, Port Shepstone by no later than 12:00 on 20 June 2008 (facsimile and/or electronic copies will NOT be accepted).

The Ugu District Municipality subscribes to the Preferential Procurement Policy Framework Act, 2000, (Act No 5 of 2000) and preference will be given to companies in partnerships and/or joint venture with locally based emerging companies.
