INTRODUCTION
 
At about 23h30 of the 17th of June 2008, a coastal storm hit the Ugu District a municipal region on the southernmost part of Kwazulu-Natal. A heavy rainfall storm, accompanied by gail forced winds were experienced along the coastal towns of the Ugu region from Port Edward to Scottburgh and including Umkomaas.

DAMAGES
 
An estimated 200 - 400mm of rainfall has fallen between midnight of the 17th and 08h00 on the morning of the 18th of June 2008. Great damage has been reported on a number of critical infrastructure in the area, including roads, bridges, public facilities, water and sanitation infrastructure, communication infrastructure, businesses, etc.

A total of 9 people have lost their lives due to the disaster:

EVACUATIONS
 
A number of people have been evacuated to higher ground and to places of safety including public facilities and municipal buildings. These are the statistics:
  • HCM – 230 people from Bhobhoyi, Port Shepstone, Oslo Beach, Umbango, Umtentweni, Louisiana, Marburg and Uvongo
  • UGU – 772 people

UGU – Umdoni(Malangeni): 1 female
 
 
RIVERS FLOODED
 
All the major rivers in the district that were flooded include:
  • Umtamvuna river
  • Umzimkulu river
  • Umbango river
  • Umzinto river
  • Umzumbe river
  • Malkhkha river
  • Ifafa river
The debris carried by the rivers has covered and damaged bridges, water ways and other infrastructure on their path. Different household contents, equipment and motor vehicles have been washed onto the river and carried downstream

Roads and Storm water drains:
A number of roads have experienced structural damage and storm water drains are blocked due to the debris carried by the run-off. The local maintenance teams are progressively opening up the storm water drains and roads.

Clinics
 
  • All clinics in the district are fully functional
  • Beaches
  • Shark nets are still removed.
  • Most beaches are covered by huge amount of debris.
  • There is minimal damage to existing beach infrastructure and the damage can mainly be ascribed to storm debris and sand erosion due to flood levels of rivers.
  • Bathing will remain closed.
  • Lifeguards on duty daily.
  • Major clean up today ? require assistance from Departments within HCM as well as UGU to restore Hibiscus Coast major tourist attractions.

  • Temporary Network overloads
  • SAPS repeaters in Port Shepstone were down but have been fixed
  • Telephone land lines destroyed in some part of Umzinto

  • Two main Farmers Association in the district have reported incidents, these being the Umzimkulu Small Cane Growers Association and the Sezela Cane Growers Association.
  • The Umzimkulu Small Cane Growers Association represented by their Chairperson, Mr Cecil Cele, reported the following famers along the Malkhakha and Umzumbe rivers as affected:

    Challenges of JOC operations
     
  • In Umdoni 1000 food parcels were distributed by the Department of Social Welfare Development (R980/per food parcel) at Umzinto town hall. 1500 people then came in demanding the same value of food parcels and have stoned some Municipal vehicles for not delivering more. The distribution did not go through the JOC or the Local Municipalities-protocol was not followed.
  • Reports received at the JOC that local one MP for the Minority Front accused and interfered with distribution and indicated that the LM was biased towards a certain section of the community in distribution and giving aid.
  • Consultation is underway to correct this situation.
